Heather R. Messenger

Heather R. Messenger brings to Goyette & Associates, Inc. experience in local government issues. Heather’s background includes work at the Roseville City Attorney’s Office involving Pitchess motions. Heather also worked for Amador County Counsel’s Office and has been an Assistant Planner with Monterey County Planning & Building Inspection Department. Heather focuses in the Labor/Employee Relations and Litigation Departments at the firm, where she represents Correctional Officers, Police, Fire, and many other City and County public employees. Heather is involved in all aspects of labor law relating to the discipline of employees, as well as representing associations and individuals in complicated litigation matters.

Education:
B.A. in Global Studies, Cal State University, Monterey Bay, Seaside, CA, graduation with Honors and distinction in major. J.D., University of the Pacific, McGeorge School of Law, Sacramento, CA; recipient of Witkin Award in Issues in Governmental Lawyering. Bar admission: California State Bar.
