Labor Representatives

Kimberly J. Gillingham

For the last fourteen years, Kim has served as both President and Vice President for the El Dorado Irrigation District Employee Association, representing employees in hundreds of disciplinary actions and in dozens of grievances, as well as providing continual guidance to employees on a variety of labor related issues.

Kim also acted as Negotiator for this association, achieving six Memorandums of Understanding for the 150 member association, initiating agency shop election, setting up a political action committee, conducting classification and compensation surveys, and coordinating planning and research for negotiations.

For the last year, Kim has served as a labor representative for Goyette & Associates, providing employee representation during investigations, grievances, and in disciplinary actions. Kim has also negotiated collective bargaining agreements, has helped with enforcement of such agreements, and has assisted associations with meet and confer matters and with other internal organizational affairs.
